Scott Collins, President, P.E.

Scott Collins’ creativity, design skills, and fifteen years of experience in civil engineering and land development form the foundation of Collins Engineering. A 1996 civil engineering graduate of the University of Virginia, Scott recently returned to Charlottesville from Richmond to form the team of innovative and creative designers at CE.


Graham Murray, P.E.

Graham Murray’s expertise is environmental engineering, land development, and storm water management. Contractors and local governments throughout Virginia have depended on Graham’s skills to build roads and neighborhoods that effectively manage soil erosion and control storm water drainage. As a 2002 graduate of Virginia Tech studying civil and environmental engineering, Graham brings a combination of innovative ideas, field-tested experience, and management experience to Collins Engineering.


Kaitlyn Kostelec Walthall, EIT, LEED-AP

In a world full of “green” promises, Kaitlyn Kostelec gets results. Kaitlyn has managed two of CE’s projects with LEED (Leadership in Energy and Environmental Design) goals. A 2007 civil engineering graduate of the University of Virginia, works on CE projects ranging from master planned communities, office parks, and commercial areas, to building revitalization projects. A winner of the class of 2007 Louis T. Rader award for excellence and leadership in civil engineering, the promise Kaitlyn showed as a student has been fulfilled in her work as a designer and project manager.


Adam Long, EIT

Adam Long knows that sustainable can mean profitable. A recent civil engineering graduate of the University of Virginia, Adam researched the environmental and economic advantages of implementing Low-Impact Development (LID) in storm water management design. His conclusion: environmentally sensitive development can result in economic benefits to developers. In October of 2006, Adam began working for Collins Engineering designing roads, utilities, storm water management facilities, and erosion and sediment control.
